In Rybinsk, Yaroslavl Region, parents complained about cold classrooms at School No. 23, part of the Vzlyot (Takeoff) educational complex. The information appeared on social media on 4 February 2026.

«Children come in from the street hoping to warm up at school, but that doesn«t happen: the temperature in classrooms stays at +12–+16 °C (54–61 °F), while according to SanPiN (Russian sanitary rules) it should be no lower than +18 °C (64 °F),» write the parents of schoolchildren in the city group »Overheard in Rybinsk«.

According to them, children have to sit in jackets during lessons. But not all teachers allow wearing outerwear indoors.

The Rybinsk administration, citing data from the head of the educational complex, reported that since the beginning of the week — from 2 February — lessons have been shortened to 30 minutes, and the number of breaks increased.

«According to specialists from the education department, on 4 February a decision was made to transfer all students to electronic learning for 5 and 6 February — assignments are given that students can complete using electronic or paper resources,» the city administration clarified.

Rybinsk authorities noted that a proposal is now being considered to hold classes for senior grades in the building of Education Center No. 30, where the temperature conditions are more favorable.

«During these days, measures will be taken to flush the system. The possible use of kindergarten No. 54 premises is being considered (preschoolers have been transferred to other kindergartens),» the local administration clarified.

The Rybinsk prosecutor«s office organized an investigation after parental complaints about low air temperatures in classrooms in the city»s schools.
