Russia to Launch School Journal for Conflict Incidents

A special journal for recording conflict situations involving students may appear in Russian schools. This was stated by the Presidential Commissioner for Children«s Rights Maria Lvova-Belova.
According to the ombudsman, information will be entered into such a journal by teachers and the management of educational institutions. The main goal of the innovation is to obtain objective data for analysis.
«We want to understand what the overall number of such conflict situations is, and what their nature is. This is necessary for general statistics, understanding the features, specifics of conflicts, and the reasons for their occurrence,» Lvova-Belova explained on the Rossiya 1 TV channel.
She added that when maintaining such a journal, it is important to ensure data confidentiality and the legality of information handling.
The Ministry of Education is preparing another innovation related to discipline — the return of behavior grades to schools from September 2026. According to the plan, this should strengthen the educational function of the school. It will be assigned based on four criteria: discipline, social interaction, personal qualities, and academic activity. In pilot regions, schools tested various systems — from pass/fail to a five-point scale.
