«In the 1990s and now, simply put, some people got an education, and others got a diploma. They are different things. Earlier, production modernization was rapid, and much attention was given to rationalization to increase productivity. Young specialists with higher and secondary technical education found their calling in this. And the state incentivized them with apartments and bonuses.
