Colleges in Yaroslavl Region to be Merged into 12 Institutions

A reorganization of the professional education system is underway in the Yaroslavl Region, which plans to merge existing colleges into 12 larger institutions.

According to the region«s Minister of Education, Irina Loboda, this will improve the quality of education and adapt to modern challenges.

«Rapid adaptation to new challenges, the consolidation of educational organizations, and the development of multidisciplinary colleges are the demands of the time. Therefore, over the past ten years, the number of colleges and technical schools has decreased by almost 30%: if in 2015 there were 43 professional educational organizations in the region, functionally subordinate to the Ministry of Education of the Yaroslavl Region, then in February 2025 their number was already 31. As a result of the modernization, we plan to create 12 united colleges in the region,» said the region«s Minister of Education, Irina Loboda.

Which Colleges Will Be Merged

  • The regional multidisciplinary college will include the Zavolzhsky Polytechnic College, Yaroslavl Cadet College, Lyubimsky Agrarian-Polytechnic College, and Danilov Polytechnic College.
  • The Yaroslavl College of Radio Electronics and Telecommunications will be merged into the Yaroslavl Urban Planning College.
  • The Yaroslavl Technological and Economic College will merge with the Yaroslavl College of the Food Industry.
  • The Yaroslavl College of Service and Design will be merged into the Yaroslavl College of Management and Professional Technologies.
  • The Rybinsk Professional Pedagogical College will be merged with the Poshekhonsky Agrarian-Polytechnic College.
  • One organization will be formed from Yaroslavl Polytechnic College No. 24, Yaroslavl Automobile Mechanical College, Tutayev Polytechnic Technical School, and Rybinsk Transport and Technology College.
  • The professional pedagogical college of Rostov Veliky will include the Rostov College of Industry Technologies, Rostov Pedagogical College, Borisoglebsky Polytechnic College, Velikoselsky Agricultural College, and Gavrilov-Yamsky Polytechnic College.
  • The Uglich Professional Pedagogical College will merge the Uglich Agrarian-Polytechnic College, Uglich Industrial Pedagogical College, and Myshkin Polytechnic College.
  • The Rybinsk Industrial and Economic College, Printing College, Forestry College, and Rybinsk College of Urban Infrastructure will be merged into the Rybinsk Multidisciplinary College.

The authorities explained that the merger takes into account the geographical location of the colleges, the range and specificity of their educational programs.

As for personnel changes, the reductions will mainly affect administrative and support staff, whose functions are duplicated. Teaching staff will retain their positions, clarified the government of the Yaroslavl Region.

The merger process is planned to be completed by the end of April 2026.

Earlier, the government of the Yaroslavl Region reported on other optimization measures in the education sector, which will affect children«s centers, boarding schools, and the Institute of Education Development.
