Installment payments for heating have been proposed for socially vulnerable categories of citizens. State Duma Deputy Dmitry Gusev outlined his initiative in an appeal to Deputy Prime Minister Marat Khusnullin.

«We propose to consider the feasibility of amending legislation to establish the possibility of granting installment payments for the heating utility service when paying it during the heating period for up to six months, proportionally for each month of the heating season, for pensioners and large families,» the letter says.

At the same time, citizens will retain the right to fully pay for the service at any time without restrictions. Such a measure, according to the deputy, will help restore social justice.

From March 2026, Russians will start paying for housing and utilities at a different time. The deadline for paying bills has been moved forward by five days — from the 10th to the 15th of each month. This will help avoid delays and penalties, especially for those who receive their salaries later.
