Siberia Refinery Repairs Delayed; What About Achinsk?

Repairs at oil refineries in Siberia have been postponed from summer to fall 2026. Normally, plants undergo preventive maintenance in summer, but the decision was made to delay — the facilities are needed to avoid worsening the already acute gasoline shortage in the country.
This is stated in the latest regional economy report from the Central Bank of Russia, released on July 15. The regulator writes that repairs were postponed to fall 2026 «to ensure sufficient supply of petroleum products on the Russian market.»
Meanwhile, the plants are operating at full capacity. According to the Central Bank, in May Siberian refineries of major holdings processed record volumes of crude oil. They are running at full capacity.
One such plant is the Achinsk Refinery, the only large oil refining enterprise in Krasnoyarsk Krai. It is owned by Rosneft and supplies fuel not only to Achinsk and Krasnoyarsk but also to neighboring regions.
However, no official announcement has been made that the repair of the Achinsk Refinery (ANPZ) in particular has been postponed to fall. The Central Bank speaks about Siberian plants in general, without specifying names. NGS24.RU reported earlier that no suspension of the plant«s operations in summer 2026 has been announced either.
The postponement of repairs is not the only measure. Concurrently, the mandatory share of gasoline sales on the exchange was reduced from 15% to 10%. Exports of gasoline and diesel have been banned. Expanding fuel imports is being discussed.
All this is an attempt to cope with the shortage that has gripped gas stations across the country since late spring. Krasnoyarsk Krai is no exception: fuel is becoming more expensive, and some gas stations have already imposed limits on fuel purchases per person.
