Nizhny Novgorod to test guest house classification in tourism experiment

The Nizhny Novgorod Region will participate in a federal experiment to regulate the guest house business. The region will become part of the project starting 1 September 2026, the regional government said.

As part of the experiment, mandatory classification and registration in a registry on the «Gosuslugi» portal is being introduced for rental properties. Data about the property must be submitted by the end of the year, free of charge.

Authorities assure that the classification process for guest houses is now significantly simplified: for example, there is no need for verification in the «Inspector» mobile application using photo documentation and geolocation.

«Regional participation in the guest house experiment is an additional incentive for domestic tourism development. We expect the project will help increase the attractiveness of rural areas and remote municipalities. Legalizing a business that previously often existed in a »grey« zone will ensure additional tax revenues for the budget,» said Sergei Yakovlev, Minister of Tourism and Trades of the Nizhny Novgorod Region.

Officials added that Rosakkreditatsiya (Russian Accreditation Service, Rosaccreditation) will provide guest house owners with all necessary assistance. Questions for specialists can be addressed via a 24/7 call center: +7 (495) 539-26-70.
