Nizhny Novgorod Launches Federal Guest House Classification Pilot

The Nizhny Novgorod Region government announced that starting September 1, 2026, it will implement a federal pilot project for mandatory classification of private guest houses.

Nizhny Novgorod Region will join a federal experiment aimed at regulating guest house activities. The project will come into effect on September 1, 2026, according to the regional government.
Under the initiative, all rented properties must undergo classification and be registered in a unified registry on the Gosuslugi (State Services) portal. Information must be submitted by the end of this year, and the service is provided free of charge.
Authorities noted that the classification procedure has been significantly simplified. For example, it is no longer required to confirm data through the mobile app «Inspector» using photos and geolocation.
Minister of Tourism and Crafts of Nizhny Novgorod Region Sergey Yakovlev stated: «The participation of regions in the guest house experiment is an additional incentive for the development of domestic tourism. We expect that the project will help increase the attractiveness of rural areas and remote municipalities. Legalizing businesses that previously often operated in a »gray« zone will provide additional tax revenues to the budget.»
Rosakkreditatsiya (the Federal Service for Accreditation) will provide guest house owners with necessary methodological assistance. For consultations, one can contact the 24/7 call center at +7 (495) 539-26-70.
Also, by 2027, the tourist route «Golden Ring of Russia» (a circuit of historic cities) will be expanded with 49 new settlements, including for the first time cities from Nizhny Novgorod Region.
