Kuzbass State Debt Hits Record High

The Kemerovo region's state debt increased by nearly 10 billion rubles in one month, reaching a new record of 128.3 billion rubles.

The state debt of the Kemerovo region increased by nearly 10 billion rubles (approximately $100 million at current exchange rates) over the month, according to data from the website of the Kuzbass Ministry of Finance.
According to the ministry, as of early February 2026, compared to January, the state debt rose from 118.5 billion to 128.3 billion rubles (approximately $1.185 billion and $1.283 billion at current exchange rates). This is the highest level since tracking began (2014).
According to the regional Ministry of Finance, the debt increase is due to new budget loans from the federal treasury. A month ago, Kuzbass owed 49.9 billion rubles (approximately $499 million) on these loans, now it is 59.7 billion rubles (approximately $597 million).
The region«s debt on regular bank loans remained unchanged at 64.1 billion rubles (approximately $641 million). Other debt obligations of Kuzbass also remained the same at 4.5 billion rubles (approximately $45 million).
As reported by NGS42.RU, according to authorities« forecasts, Kuzbass»s state debt could reach 136.1 billion rubles (approximately $1.361 billion) during 2026. The maximum legally permitted amount is 166 billion rubles (approximately $1.66 billion).
We also reported that in 2026, much more money will be allocated from the Kemerovo region«s budget for debt repayment than in 2025. The amount will increase from 5.3 billion to 14.3 billion rubles (approximately $53 million to $143 million at current exchange rates).
