How much will Tula residents pay for waste removal in 2026?

In Tula Oblast, tariffs for all types of utility services will increase twice starting in 2026. Previously, the editorial staff of 71.RU has already reported on how electricity, gas, and water will become more expensive.
Now it is time to discuss how waste removal tariffs — municipal solid waste (MSW) management — will increase and how much Tula residents will pay on average.
The tariffs will change as follows:
LLC Khartiya — from January 1, 810.35 rubles (approx. $8 at current rates), from October 1 — 883.28 rubles (approx. $9 at current rates) per cubic meter of waste. In 2025, it was 796.8 rubles (approx. $8 at current rates). The final increase is 10.85%;
LLC MSK-NT — from January 1, 963.76 rubles (approx. $10 at current rates), from October 1 — 1,050.5 rubles (approx. $11 at current rates) per cubic meter. In 2025, it was 947.65 rubles (approx. $9 at current rates). The final increase is 10.85%.
It is important to note that this cost is calculated for one calendar year. That is, in the bills, the amount is calculated from the norm multiplied by the tariff and divided by 12 months.
The norms are as follows:
MSW accumulation per person living in a private residential house in settlements of Tula Oblast — 2.68 cubic meters per year;
MSW accumulation per person living in other categories of residential houses (dachas, etc.) — 2.4 cubic meters per year;
Apartment buildings — 2.32 cubic meters per year.
The average monthly bill for Tula residents in apartment buildings will look like this:
LLC Khartiya — from January 1, about 156.6 rubles (approx. $2 at current rates), from October 1 about 170.7 rubles (approx. $2 at current rates) per person;
LLC MSK-NT — from January 1, about 186.32 rubles (approx. $2 at current rates), from October 1 about 203 rubles (approx. $2 at current rates) per person.
In private residential houses located in settlements:
LLC Khartiya — from January 1, about 180.97 rubles (approx. $2 at current rates), from October 1 about 197.26 rubles (approx. $2 at current rates) per person;
LLC MSK-NT — from January 1, about 215.23 rubles (approx. $2 at current rates), from October 1 about 234.61 rubles (approx. $2 at current rates) per person.
In other categories of residential houses:
LLC Khartiya — from January 1, about 162.07 rubles (approx. $2 at current rates), from October 1 about 176.65 rubles (approx. $2 at current rates) per person;
LLC MSK-NT — from January 1, about 192.75 rubles (approx. $2 at current rates), from October 1 about 210.1 rubles (approx. $2 at current rates) per person.
