The name of Oleg Shalaev, chief physician of the Riazan Regional Clinical Hospital, came into focus of law enforcement and regional media at the end of the week. Previously, he was considered one of the key managers in the healthcare system of Riazan Oblast.

Rapid Career Rise

In June 2024, Oleg Shalaev was appointed chief physician of the Riazan Regional Clinical Hospital—the largest and strategically important medical institution in the region. The appointment took place on 25 June, with the new head officially introduced to the staff with the participation of the regional Ministry of Health.

Before moving to the Regional Clinical Hospital, Shalaev had headed the Riazan Regional Clinical Perinatal Center since August 2022. This period coincided with active reforms in the maternity care system and large-scale purchases of medical equipment, which is traditionally considered one of the most sensitive areas in healthcare.

On the day of his appointment, Shalaev noted that it was a great honor for him «to head such a modern, advanced medical institution, which is known not only in the region but also in the country.» The appointee was supported by the region«s Minister of Health, Alexander Pshennikov.

«The Regional Clinical Hospital is now modeling the entire medical network of the region. The main task set for us by the regional government is the implementation of the national goal outlined by the country»s President: increasing life expectancy to 78 years by 2030,« the official announced at the time.

There have been no official statements from the Ministry of Health about dismissal, however YA62.RU found out that Oleg Shalaev«s name as chief physician of the State Budgetary Institution of Riazan Oblast »Regional Clinical Hospital« disappeared from the registration data as early as 22 January, that is, a day before it became officially known about the criminal case against him. The institution is currently headed by deputy chief physician Andrei Markov.

Academic Status and Managerial Experience

Shalaev is a Doctor of Medical Sciences, professor, and physician of the highest qualification category. His professional specialization is related to obstetrics and gynecology, however in recent years he has acted primarily as a manager, responsible for the operation of large medical institutions, financial and economic activities, and the execution of state contracts.

Procurements and Management Questions

The Riazan Regional Clinical Hospital involves billions of rubles in budget funds passing through the public procurement system, including contracts for the supply of complex medical equipment. It is this area, according to the investigation, that has become the subject of attention from law enforcement agencies.

According to the Investigative Committee, Shalaev is suspected of taking a bribe of 300,000 rubles (approximately $3,300 at current rates), related to purchases of medical equipment. As part of the criminal case, investigative actions are being carried out, and the court chose a preventive measure in the form of detention.

Law enforcement agencies did not specify which exact procurements are in question. Only in 2025, when, according to the investigation, Shalaev received the bribe, the Riazan Regional Clinical Hospital concluded 1,236 contracts as a customer for 1.7 billion rubles (about $18.9 million at current rates). These are supplies of medicines and equipment.

Official Status

At the moment, Oleg Shalaev is a suspect, and by law is considered innocent until a guilty verdict comes into force. Nevertheless, the case has already caused widespread public resonance—primarily due to the status of the person involved and the significance of the institution he headed.

The investigation continues. Its outcome will depend not only on the fate of a specific manager, but also on the assessment of the effectiveness of control over the expenditure of budget funds in one of the key sectors of the region.

The Riazan Ministry of Health called the case «part of systemic work to clean up the regional healthcare system.»
