Volgograd Official and Company Director Suspected of Bribery

A district housing official in Volgograd was arrested in his office as part of a bribery investigation involving a property management company.

In Volgograd, the head of the housing and communal services department of the Traktorozavodsky District administration, Vasily Kobzev, and the acting director of one of the property management companies are suspected of giving and receiving bribes. This information was published simultaneously by the regional Investigative Committee and police.

Video footage captured the unexpected arrival of law enforcement at the official«s workplace for the arrest.

«According to the investigation, from March 2024 to November 2025, the head of the property management company systematically transferred money to the district official as a bribe. The illegal reward was intended for criminal inaction, expressed in the failure to take administrative response measures and not conducting inspections of the company»s activities. The total amount of money transferred exceeded 340,000 rubles (about $3,400 at current rates),« said Natalia Rudnik, senior assistant to the head of the Investigative Directorate of the Investigative Committee for Volgograd Region for media relations. »The basis for initiating a criminal case was the materials collected by operatives of the economic security and anti-corruption unit of the internal affairs bodies. Currently, investigative actions are being carried out with the participation of the suspects to establish all the circumstances of the crimes committed. The issue of choosing preventive measures for the individuals involved is being resolved.«

The moment of the official«s detention was caught on video. The footage shows investigators and police officers entering the office. The appearance of the investigator was a complete surprise to the man:

«The investigative department for the Traktorozavodsky District has initiated a criminal case on receiving a bribe on an especially large scale by an official of the Traktorozavodsky District administration,» says the investigator on the recording. «You are suspected of committing this crime, in connection with which you will be taken to the investigative department for investigative actions.»

The police clarified that searches were conducted at the suspects« places of residence and work, and accounting documents, mobile phones, and a large sum of money were seized.

It is known that besides the official, the acting head of LLC «Planeta» Managing Company, Yulia Filippova, is involved in the case.
