Volgograd deputy police chief gets 1.5-year colony term

The Leninsky District Court of Stavropol sentenced Ruslan Toymukhamedov, former deputy chief of police for operational work of the Main Directorate of the Ministry of Internal Affairs (GU MVD) for the Volgograd Region, to one and a half years in a settlement colony for fraud committed by a group of persons in preliminary conspiracy. The verdict has been appealed.

The investigation established that in 2019, an agreement was concluded between the Ministry of Economic Development of the Stavropol Territory and the regional Entrepreneurship Support Fund to provide a subsidy for small and medium-sized businesses to enter foreign markets.

«The investigation believes that one of the defendants in the criminal case, knowingly aware that an individual entrepreneur did not have the ability to organize and conduct a business mission in Turkmenistan and Turkey, aimed at developing exports of small and medium-sized businesses in the Stavropol Territory, concluded with another citizen two contracts for paid services for organizing and conducting business missions for 850,000 rubles ($11,000 at current rates) and 1,400,000 rubles ($18,000),» stated the message from the Leninsky District Court on selecting a pre-trial restraint. «According to the investigation, a report on the organization and conduct of the business missions was subsequently provided, containing false information about participants who did not actually take part in the business missions. As a result of these actions, the Ministry of Economic Development of the Stavropol Territory suffered damages totaling 2,350,000 rubles ($30,000).»

According to the investigation, Colonel Toymukhamedov was involved in these crimes, as confirmed by materials from the Russian Federal Security Service (FSB) for the Stavropol Territory. He was detained on May 15, 2025, right at his workplace and placed in a pre-trial detention center (SIZO).

«The court found that Elena Samarina, director of the Entrepreneurship Support Fund, acting as part of a group of persons in preliminary conspiracy with the accused, entered into contracts with an entrepreneur unaware of the accomplices» criminal intentions for services to organize and conduct an international exhibition and business mission in Turkey and Turkmenistan,« reported the press service of the Stavropol Territory prosecutor»s office. «The man, fulfilling his criminal role, gave the appearance of organizing and conducting these events in foreign countries. Knowing full well that the trips did not actually take place, the accused together with Samarina provided false reports to the regional Ministry of Economic Development. As a result, 2.25 million rubles ($29,000 at current rates) were stolen.»

Toymukhamedov«s arrest coincided with reports of a large-scale inspection in the Main Directorate of the Ministry of Internal Affairs for the Volgograd Region, which, according to Telegram channels, was initiated after a note was found near the deceased farmer Alexey Paramонов.

Court hearings on the case began in mid-August. Elena Samarina was sentenced by the court to a punishment not involving imprisonment. Ruslan Toymukhamedov, who fully compensated for the damage, was sent to a settlement colony, but the verdict has not entered into force. Consideration of his appeal is scheduled for January 28 at the Stavropol Territory Court.
