Sergiyev Posad deputies arrested for bribery as head away

Two senior officials from Sergiyev Posad were arrested in Moscow on bribery and fraud charges.

On Friday, January 23, in Moscow, the deputy head of Sergiyev Posad District, Sergei Tostanovsky, was arrested. Along with him, the head of the agriculture department, Ivan Konchakov, was also taken into custody.

Tostanovsky is accused of fraud and bribery under Articles 159 and 290, Part 5 of the Russian Criminal Code. The maximum penalty for these charges is up to 15 years in prison.

Ivan Konchakov«s situation is somewhat worse: he is also charged under Articles 159 and 290, Part 5, as well as Part 6 (bribery exceeding 1 million rubles, approximately $10,000 at current rates).

Previously, local journalist Andrei Trofimov wrote that their former boss, Dmitry Akulov, gave testimony against Tostanovsky and Konchakov. At that time, the current head of the Sergiyev Posad administration was on vacation, the journalist asserts.

He was detained in 2024; according to the investigation, Akulov received over 15 million rubles (approximately $150,000 at current rates) as a bribe for «patronage» of the local MFC (Multifunctional Center).

Moreover, Trofimov added that another deputy head of Sergiyev Posad was questioned yesterday. Furthermore, according to his information, two more entrepreneurs may be involved in this case, but their names have not been disclosed yet.

Earlier in 2023, Tostanovsky had already been subjected to searches and interrogations at the administration. Additionally, in 2013, he was a suspect in a criminal case: at that time, he was accused of fraud involving protected land in the town of Radonezh. Then, he approved the construction of a cottage settlement.

He was sentenced to two years, although he did not admit guilt. But he was immediately released because the statute of limitations for the crime had expired. In total, Tostanovsky has been working in the Sergiyev Posad administration for over 15 years.

Previously in the Moscow region, the head of the closed administrative-territorial formation (ZATO) «Zvyozdny Gorodok» (Star City), Yevgeny Barishevsky, was detained. He was accused of bribery after the disruption of improvement works for the territory of the only kindergarten in the town.
