Former Krasnoyarsk Transport Deputy Minister Detained on Bribery Charges

Former Deputy Minister of Transport of Krasnoyarsk Krai Alexander Mordanya has been detained on suspicion of receiving a bribe on an especially large scale. NGS24.RU reported this information citing a source.
According to our source, Alexander Mordanya, Vychuzhanin, and Alexander Sadko received a bribe of 6 million rubles (approximately $60,000 at current rates) from the director of LLC Krainefteorgsyntez Raylyan.
For this money, the three aforementioned individuals were to provide patronage and create favorable conditions for the commercial activities of LLC Krainefteorgsyntez.
Sadko held the position of deputy general director for logistics at JSC KraiDEO until April 2025. Vychuzhanin and Mordanya could not provide Raylyan with patronage on their own, so they came to Sadko with a proposal. He agreed and was to regularly receive money from Raylyan in Moscow.
Sadko contacted Raylyan and promised that he would facilitate the conclusion of a contract between LLC Krainefteorgsyntez and JSC KraiDEO for the supply of dark petroleum products (bitumen, fuel oil, and oil) and favorable conditions for Raylyan«s business. The scheme worked, and for the promise of patronage, Sadko received a bribe of 2 million rubles (approximately $20,000 at current rates) from Raylyan three times from August to December 2024.
Now, Sadko, Vychuzhanin, and Mordanya are suspected of receiving a bribe on an especially large scale. The director of LLC Krainefteorgsyntez is charged under Article 291 of the Russian Criminal Code (giving a bribe — Ed.).
The surname Mordanya has already appeared in scandals related to bribery. In May 2019, former general director of KrasAvia Valery Mordanya received four years of imprisonment. The investigation proved that in 2016 and 2017, the ex-general director of the company received four bribes under a contract for the supply of automotive equipment for airport maintenance.
