Forged Signatures in Rostov Boarding Home Director Case

A criminal case is being heard in the Rostov Region against Rosa Kuznetsova, director of a special boarding home, accused of bribery. Her defense attorneys found forged signatures of the investigator in the case materials.

The Aksay District Court has begun hearing a criminal case against Rosa Kuznetsova, who headed the Krasnosulinsky Special Boarding Home. The corruption charges were brought by subordinates whom Kuznetsova herself had previously suspected of unlawful actions.
Returning from maternity leave in the winter of 2024, the director received information from colleagues and residents about extortion of money from elderly people and the sale of alcohol on the premises. Kuznetsova gathered evidence, but law enforcement agencies refused to open criminal cases.
After dismissing employees involved in the schemes, they themselves went to the police and accused Kuznetsova of taking bribes. A case was opened against her, and she spent eight months in a pre-trial detention center. However, there is no direct evidence — no seized money, no recording of a bribe transfer — in the case materials, only the testimony of two complainants.
Two court sessions have already taken place, and the parties have moved on to presenting evidence and questioning witnesses.
The defense attorneys stated that three rulings from the summer of 2023 show signs of forged signatures of the investigator. An independent handwriting examination confirmed that the signatures were not made by the investigator but by another person. Notably, the forgery appears even in documents that were later endorsed by the head of the Rostov Regional Investigative Directorate of the Investigative Committee, Aslan Khuade.
«The forensic expert in their conclusion described in detail, using photographs of the signatures, the signs and grounds on which they concluded that the signatures attributed to the investigator belong to another person,» explained Rosa Kuznetsova«s defense.
According to them, forgery of signatures is grounds for opening criminal cases under the articles «Abuse of Official Authority» and «Exceeding Official Authority», as well as for returning the case to the prosecutor.
«Of course, they wanted [to return the case to the prosecutor], because the documents mentioned in the examination indicate falsification during the investigation. If the order to resume the investigation is forged, then how was it resumed?» said the defendant«s husband, Denis Kuznetsov.
The attorneys sent statements about the falsification of materials to the head of the regional investigative directorate, Aslan Khuade; the prosecutor of the Rostov Region, Roman Praskov; and the Prosecutor General of Russia, Alexander Gutsan.
«For two months, no response to the statements about the crime has come from the head of the Investigative Directorate of the Investigative Committee of the Russian Federation for the Rostov Region, Khuade, and prosecutor Praskov. No verification of the forgery of the investigator’s signature in procedural documents has been carried out,» the defense reported.
The editorial board of 161.RU sent inquiries to the regional investigative directorate and the prosecutor«s office regarding the examination conducted, but no prompt responses were received.
During the investigation of the case at the Krasnosulinsky special boarding home, which houses socially vulnerable individuals, the situation has worsened markedly. An outbreak of scabies, cases of patient death from bedsores, interruptions in food supply, and employees complaining of pressure have been recorded.
