Flooding of maternity hospital leads to criminal case

Investigators from the Investigative Committee of Russia (ICR) have opened a criminal case under Article 293 of the Russian Criminal Code (negligence) in connection with the flooding of the perinatal center in Kamensk-Uralsky. The cause was heavy downpours that hit the city on the afternoon of 18 July. Streets turned into rivers, and local residents used paddleboards and inflatable boats to get around. Cars were flooded, and courtyards became ponds.

Lawyer Sergey Barsukov said that after the emergency at the maternity hospital, he contacted the ICR. In response, he received a notification about the initiation of a criminal case for unlawful actions by officials of the Detskaya Gorodskaya Bolnitsa (City Children«s Hospital, DGB) of Kamensk-Uralsky regarding the inadequate maintenance of the perinatal center. A law enforcement source confirmed the existence of the case and noted that prosecutors are conducting an inspection.

Deputy Governor and Minister of Health of Sverdlovsk Region Tatyana Savinova commented on the situation: «As for Kamensk-Uralsky, there was very heavy rainfall, which unfortunately caused flooding on the roof of the perinatal center. On my orders, employees of the Ministry of Health and the Financial and Economic Department will go there tomorrow morning to assess the scope of work, timelines, and necessary financial resources for restoration. I am also sending epidemiologists from the regional Center for Public Health and Medical Prevention — they will assess the sanitary and epidemiological situation inside the perinatal center and work out the possibility of setting up delivery rooms on the lower floors. We will try to make decisions on restoration as quickly as possible. Until then, women from the Kamensk-Uralsky area will be redirected for childbirth to maternity hospitals in Yekaterinburg. We fully have the situation under control in all areas currently affected by adverse weather conditions. Medical care for residents of Sverdlovsk Region is being provided in full and without interruption.»
The Investigative Directorate of the ICR in Sverdlovsk Region declined to comment, and the press service of the regional Ministry of Health has not yet responded to a request for details on the criminal case.
