The head of a Voronezh hospital’s burn unit, a plastic surgeon, is suspected of exceeding official authority for personal gain. A criminal case has been opened under Clause ‘e’ of Part 3 of Article 286 of the Criminal Code of the Russian Federation, carrying a sentence of three to ten years in prison. The doctor was detained, and a court will soon decide on a preventive measure. This was reported on 5 February by the regional Investigative Committee (SK).

According to investigators, between March and December 2025, the surgeon, involving other doctors and using hospital equipment, performed several plastic surgeries on a resident of Kursk Region for 300,000 rubles (approximately $3,000 at current exchange rates). These were done illegally, even though the regional hospital has an official paid plastic surgery department. The Investigative Committee believes the surgeon pocketed the money and used it for personal needs.

The investigation has now petitioned the court for a preventive measure, proposing house arrest for the detained doctor. The case is being handled by SK investigators in cooperation with officers from the regional Federal Security Service (FSB) office.

According to a source in the region’s law enforcement agencies cited by Voronezh1.ru, the detained man is Konstantin Lakatosh, head of the burn unit at Regional Hospital No. 1 and a plastic surgeon at the private clinic Eucalyptus. Investigators allege he performed the illegal operations at the state facility — outside the plastic surgery department, diverting hospital resources for his own benefit. The source says no contracts were signed with patients, and the surgeon not only kept the money but also shared it with staff who helped break the law.

According to the ProDoctors portal, Konstantin Lakatosh has been a doctor for 41 years. He graduated from the Voronezh State Medical University named after N.N. Burdenko (VSMU) in 1985 with a degree in surgery. He later completed multiple continuing education courses in traumatology and plastic surgery. In addition to Voronezh hospitals, he also worked at the Andromeda clinic in Lipetsk. Based on 24 reviews, his doctor rating is 3.3 out of 5. Voronezh media have repeatedly written about Lakatosh as a talented surgeon who saves lives.
