Ex-transport chief detained over bonus scheme
It has become known why investigators detained former acting director of Yaroslavl ATP, Ivan Rytov. A criminal case was opened under paragraph “e” of Part 3 of Article 286 of the Criminal Code of the Russian Federation “Exceeding official powers out of mercenary or other personal interest.”
According to preliminary investigation data, between April and early July 2026, Ivan Rytov gave illegal instructions to subordinates to prepare memos on the payment of bonuses and incentives.
“Based on these documents, he issued orders for employee rewards contrary to the established procedure, without proper coordination with the board of directors,” the regional Investigative Committee reported.
As a result, bonuses and rewards totaling at least 750,000 rubles (approximately $8,500 at current rates) were paid out, which employees withdrew from their accounts and returned to Rytov.
“The suspect has been detained. In the near future, investigators intend to petition the court for a preventive measure. Currently, investigative and other actions are ongoing to establish all the circumstances of the incident,” the agency said.
If the guilt of the former head of Yaroslavl ATP is proven in court, he could face up to 10 years in prison.
Earlier, the detention of Ivan Rytov was reported by the governor of the Yaroslavl region, Mikhail Evraev. The authorities conducted a check, during which the scheme for obtaining money was uncovered.
