Ex-Head of Yaroslavl Transport Enterprise Ivan Rytov Detained

Governor Mikhail Yevrayev of Yaroslavl Oblast reported on 21 July the detention of Ivan Rytov, former acting director of Yaroslavskoye ATP (Yaroslavl Motor Transport Enterprise). He had led the company since 1 April 2026 — just over three months.

Violations by Rytov were uncovered by the regional government and the Ministry of Transport. The governor said: «Rytov and several colleagues involved in these violations were notified of their dismissal. The available information was passed to law enforcement agencies. After that, Rytov was detained for abuse of office. We will strictly suppress any manifestations of corruption at all levels.»

Yaroslavskoye ATP (Yaroslavl Motor Transport Enterprise) was established in 2019 and handles passenger transportation on municipal routes in the region«s districts.

Ivan Rytov started working at the enterprise in September 2025 as a consultant in the traffic organization department, and a month later became deputy director. He previously said that in seven months of work at the organization he managed to create a real team.

Before that, Rytov built his career in Cherepovets: he was a worker, a manager of inventory, development and safety, then head of the automated software complex for control, accounting and analysis of industrial and environmental safety, as well as labor protection at Severstal-management (since November 2021 to November 2024) in Moscow.

Rytov«s appointment was congratulated by the regional Transport Organizer, noting that he graduated from Cherepovets State University and has two higher education degrees — economist and sociologist.

Rytov«s predecessor, Denis Pyrlog, served as general director of Yaroslavskoye ATP and simultaneously headed Yaroslavl Municipal Electric Transport (Yargorelektrotrans). He announced his departure on 14 March 2026. In January 2026, Pyrlog said he was working in Donbas, restoring the region»s infrastructure.
