Ex-Head of Yaroslavl Transport Detained After 3 Months

On the afternoon of July 21, regional governor Mikhail Yevrayev announced the detention of Ivan Rytov, former acting director of Yaroslavl ATP (Yaroslavl Motor Transport Enterprise). Rytov had led the transport company for just over three months — from April 1, 2026.

According to the governor, violations in Rytov«s work were uncovered by the regional government and the Ministry of Transport (Mintrans).

«Rytov and several colleagues involved in these violations were notified of their dismissal. The available information was passed on to law enforcement agencies. After that, Rytov was detained for abuse of power. We will strictly suppress any manifestations of corruption at all levels,» the governor said.

Yaroslavl Motor Transport Enterprise was established in 2019. The company operates passenger transportation on municipal routes in the districts of Yaroslavl Oblast.

Ivan Rytov started working at the transport enterprise in September 2025, beginning as a consultant in the traffic management department. A month later, he became deputy director. He himself said that in seven months of work he had managed to build a real team.

Ivan Rytov began his career in Cherepovets (Vologda Oblast). He tried his hand as a regular worker, a manager of inventory, development and safety, occupational safety and industrial safety and ecology. From November 2021 to November 2024, he was head of the ISU OT, PB i E (automated software complex for monitoring, accounting and analysis of industrial and environmental safety and labor protection) department at Severstal Management (AО Severstal Management) in Moscow.

Ivan Rytov«s promotion was congratulated by the regional Transport Organizer. The state company clarified that the new director graduated from Cherepovets State University and has two higher education degrees — economist and sociologist.

Previously, the position of general director of Yaroslavl ATP was occupied by Denis Pyrlog, but on March 14, 2026, he announced his departure. He also left his post as head of Yaroslavl City Electric Transport (Yargorelektrotrans), which he held concurrently. In January 2026, Denis Pyrlog said that he was working in Donbas, restoring the region«s infrastructure.
