Production of asphalt and crushed stone planned in Chita

A new resident of the Zabaykalsky advanced development territory (TOR) is implementing a project to create an asphalt and crushed stone production complex, according to a January 27 report on the website of the Corporation for the Development of the Far East and the Arctic (KRDV). This will be handled by LLC «Kungarat».

The enterprise will be able to produce up to 19.8 thousand tons of asphalt concrete mixture and bitumen emulsion, 40 thousand cubic meters of sand-gravel mixture, and 60 thousand cubic meters of crushed stone annually. The launch of production is planned for the third quarter of 2028. The investor will invest 128.6 million rubles (approximately $1.43 million at current rates) and create 29 new jobs under the agreement with KRDV.

«The plant will produce crushed stone-sand-gravel mixture, crushed stone, screenings, as well as asphalt concrete mixture and bitumen emulsion. This product has a wide range of applications, from road works to foundation construction and land improvement. Moreover, the enterprise»s capacities, including storage sites and advantageous transport location, will allow for the provision of related services,« the corporation quoted the words of Kungarat»s general director Anton Kozhevnikov.

On the enterprise«s territory, an asphalt concrete plant and storage facilities for materials, raw materials, and finished products will be located. During the project implementation, it is planned to purchase equipment for crushing and sorting stones, an installation for preparing emulsions, and special machinery.

The KRDV press service clarified to Chita.Ru correspondent on January 28 that geographically, the production complex of the company Kungarat will be located near the Kadalinsky industrial park, and the resident is not implementing other projects.

According to the service «Kontur.Focus», LLC «Kungarat» was established in December 2025. The owner and general director is Anton Kozhevnikov, who also owns several other enterprises: LLC «Kungara», LLC «Solontsy», LLC «Kubera», which are engaged in the development of gravel and sand quarries, extraction of clay and kaolin; LLC «Abz Zabaykalsk» (production of bituminous mixtures based on natural asphalt or bitumen, petroleum bitumen, mineral resins or their pitches); LLC «Consensus Group» (activities in the field of law). All five companies were registered in 2024, and there is no financial information on them.

He also owns 70% in LLC «Soyuz Consulting», whose main activity is the provision of services in the field of accounting, financial auditing, and tax consulting. Another 10% each of the company is distributed to Olga Kozhevikova, Elena Popova, and Evgeny Yanchenko. The firm«s revenue for 2024 amounted to 3.2 million rubles (approximately $35,600 at current rates), net profit — 1.4 million rubles (approximately $15,600 at current rates).

In addition, Anton Kozhevnikov founded the autonomous non-profit organization «Teacher of the Future» (ANO), which is engaged in supporting and developing pedagogical initiatives. The organization was also registered in 2024.
