Midiynoye Mesto Opening Stalled by Heating, Ventilation

It has become known why the Midiynoye Mesto restaurant could not open for so long. It turned out that the establishment«s representatives could not connect heating and ventilation, according to the Arbitration Court of Omsk Region.
According to the document, representatives of Midiynoye Mesto have been renting the premises from Kineks LLC since mid-April last year. Kineks sent the ventilation projects and a sewerage plan to the company«s director for approval. They were to be approved within three working days. After that, representatives of Midiynoye Mesto sent a request for heat connection to Kineks. In turn, Kineks was supposed to forward it to Omsk RTS, but did not do so.
«Kineks LLC, on 16 January 2026, through its employees, inspected the premises, stating that the connection to the heating system was made without a project and without coordination with the property owner, and also sealed the valve on the ventilation system of Midii Omsk LLC, turning it off, and also restricted access to the premises by installing a lock and sealing the door,» the court documents state.
Kineks LLC is an Omsk company that rents non-residential premises and also produces thermal energy. Since September last year, its founder has been Maxim Kurtsaev. He is the son of Omsk businessman Mikhail Kurtsaev, who owns the Kantanello pizzeria. The company«s revenue at the end of 2024 amounted to 27.3 million rubles (approximately $303,300 at current rates).
Due to this, Midiynoye Mesto turned to the court. But the claim was not satisfied, as «the court is not entitled to assess circumstances related to the essence of the plaintiff«s substantive legal claims.»
The new restaurant is located at 9 Lenina Street. Previously, Mikhail Kurtsaev«s Bevitore establishment was located there.
