Governor details business support, asks tax compliance
The governor discussed the state of small business and logistics in the region.
Gleb Nikitin held an operational meeting on ensuring the sustainability of socio-economic development in the Nizhny Novgorod region. The main topic of the session was the state of the logistics industry and small business. Details were reported by the press service of the regional government.
Deputy Governor Egor Polyakov noted that the region’s economy continues to develop under difficult conditions. According to him, freight transportation volumes decreased by 11.3% in the transport sector, while small and medium-sized businesses report a drop in consumer demand, rising costs, and a shortage of qualified specialists.
In particular, transport companies are experiencing difficulties due to rising transportation costs amid higher prices and tariffs for all expenditure components, said Minister of Economic Development Alexander Solovyov. At the same time, support measures for the industry are already in place in the region, including transport tax benefits.
Regional authorities intend to appeal to the Russian government with a proposal to freeze tariffs for truckers in the Platon toll system or impose a moratorium on collecting the fee. They also plan to support entrepreneurs’ idea of a moratorium on unscheduled inspections and tax holidays. In addition, they will propose equalizing conditions for Russian carriers and foreign companies engaged in cabotage freight transportation in Russia.
As for small business, the main challenge for entrepreneurs is the 2025–2026 tax reform, according to Minister of Industry Maxim Cherkasov. Among other factors, he cited a decline in the purchasing power of Nizhny Novgorod residents and rising marketplace tariffs for Russian sellers. The most vulnerable were light industry enterprises, including footwear and clothing manufacturers.
Following the meeting, Gleb Nikitin instructed officials to discuss introducing an automated simplified taxation system (auto-USN) in the Nizhny Novgorod region. He also asked to work on an initiative to revise the VAT base for sellers on marketplaces. Currently, the base includes marketplace commissions, which reach 50–70% of the product price, «which is unfair.»
«In addition, the issue of compensating Nizhny Novgorod entrepreneurs for losses after drone attacks on Wildberries marketplace warehouses was raised. The governor instructed ministries and business associations to compile lists of entrepreneurs and ensure their interests are protected both at the level of the company itself and at the level of relevant agencies,» the regional government summarized.
Nikitin stressed that businesses in the Nizhny Novgorod region are expected to take reciprocal steps — actively «whitening» salaries of Nizhny Novgorod residents and abandoning tax evasion schemes through artificial splitting of companies.
