Entrepreneurs in Kurgan Region Added to Special Register

Entrepreneurs in Kurgan Region have increasingly been added to the register of dishonest suppliers. This was announced at a press conference by the head of the Kurgan department of the Federal Antimonopoly Service (FAS), Azamat Abdurakhmanov.

In 2025, they received 252 applications to include organizations in the register. One of the conditions is a unilateral refusal by either the customer or the supplier to fulfill the contract.

«Within the framework of unilateral refusals, such applications totaled about 180. Of these, 110 were included in the register of dishonest suppliers. That is twice as many as in 2024,» said the head of the Kurgan FAS.

Contracts are most often terminated for major repairs and urban improvement. The decision is made within five days. Once entered into the register, dishonest suppliers cannot participate in procurement procedures for two years.

«After the contract is terminated, the customer has the right to recover funds paid for unjust enrichment, lost profits, and apply penalties to the specified person within the framework of civil law relations,» Abdurakhmanov explained.

Complaints are also received against customers. In 2025, 195 such applications were filed with the FAS.

«In over 80 cases, violations were found in the actions of customers. They are related either to violations in documentation, or to violations when reviewing applications or concluding a contract. In such cases, the procurement procedure is returned to the point before the violation. Or it is announced anew,» the head of the department said, noting that violations are committed not only by contractors but also by customers.

Among those who end up in the register are not only procurement participants from Kurgan Region but also from other regions of Russia.
