Rostov Region to Introduce Gasoline Sales by Passport
A bill restricting fuel sales to minors has received a positive review. Similar rules are already in effect in three regions of Russia.

The Ministry of Economy of Rostov Region has approved a bill proposing the sale of gasoline only upon presentation of a passport or other age-verifying document.
The initiative was put forward by the regional prosecutor«s office with the aim of banning fuel sales to persons under 18 years old. The reason was a significant increase in the number of road accidents involving minors driving cross-country motorcycles, pit bikes, and similar vehicles.
In the department«s conclusion, specific data is provided: »In Rostov Region over the past 5 years, the number of road accidents involving child motorcyclists has increased fourfold (from 7 to 28), and the number of injured has increased fivefold (from 5 to 28). This trend indicates the necessity of implementing the proposed legal regulation.«
It is assumed that the new procedure will operate similarly to the rules for selling alcohol and tobacco products. If a seller has doubts about a buyer reaching adulthood, they are obliged to request a document to confirm age.
Rostov Region will not be the pioneer in this matter. In 2025, similar bans on gasoline sales to minors were established by the authorities of Vologda and Yaroslavl regions, as well as the Republic of Tatarstan.
As explained in the Ministry of Economy, «The goal is to improve road safety, as well as to prevent harm to children»s health and reduce road accidents involving child motorcyclists.«
The prosecutor«s office proposed that the ban take effect from March 1, 2026. However, the issue of administrative responsibility for gas station employees who violate this rule has not yet been resolved. The Ministry of Economy recommends developing a separate law establishing corresponding penalties.
