New Driver Training Rules in Russia to Start in 2026

The State Duma has announced major updates to driver education programs, with key changes set to take effect on 1 March 2026.

Starting from 1 March 2026, new driver training programs will come into effect in Russia. The key changes were outlined by Pavel Fedayev, First Deputy Chairman of the State Duma Committee on Transport.

«The order [from the Ministry of Education approving new sample driver training programs] comes into force on 1 March 2026 and will be valid for six years, until 2032,» said Fedayev.

Main innovations will affect future category B drivers. For them, the number of practice hours will increase, which can be completed not only on training grounds but also on the territories of auto enterprises. The theoretical part of the course will be allowed to be mastered entirely remotely.

The approach to obtaining additional categories will also change. Instead of a full course, it will be sufficient to complete shortened additional modules, the deputy clarified in a conversation with TASS.

New important topics will be included in training programs:

  • interaction with users of electric scooters and other personal mobility devices;

  • procedures for using digital driver«s licenses and OSAGO (compulsory motor third-party liability insurance) policies;

  • providing first aid in road accidents;

  • the concept of dangerous driving and its risks.

Rules for conducting the exams themselves for driver«s licenses will also change. It is proposed not to allow candidates to take the theory test or annul their results if they use gadgets during testing. Also, if a person successfully passes the theoretical exam, the interval before taking the practical test will be reduced to two months instead of the previously provided six.
