Stray dogs attack village in Volgograd

In the village of Nizhnyaya Sarepta in Volgograd, a critical situation with stray dogs has developed. Local residents report numerous cases of aggressive packs attacking passers-by. Victims believe the problem is exacerbated by kind-hearted citizens who feed the animals and build shelters for them.
One incident occurred on 12 January. Lyubov, a local resident, was attacked by a pack of dogs on Sologubov Street. «First they just ran up, then they started attacking. One dog, black and white, bit me on the leg,» the woman said. «Passers-by did not help. At the emergency room they diagnosed a «bruise,» but I had to start a course of rabies shots.»
The next day, Lyubov filed a request to capture the aggressive dog, but the service could not find it. «When the specialists arrived, only one spotted dog came out. It saw the catcher and ran away. I was offered to sign a refusal letter stating I did not recognize the animal. But how can I recognize it in such a situation?» the victim complained.
According to the woman, this is not an isolated case. She is convinced that homeless dogs are deliberately brought to their area. «Near Sarepta station there are blankets and mattresses for them. Opposite the dormitory they built a little doghouse. Everywhere you look, there are dogs and dogs. As if they are brought from other districts and released.»
Others confirm their fears. The doctor administering the shots told Lyubov that new victims regularly come to them, including a man from Arsenyev Street.
At the Municipal Budgetary Institution «Severnoye» (Northern), which is responsible for capture, they claim to act within the regulations. «The services responded, but it is normal that the dog could not be found the first time — it runs around,» the institution explained. «We are often inspected for inaction. We will check the information regarding this request and look into it.»
Earlier, the Volgograd city administration had already been found guilty in such incidents. For example, after a dog attacked a teenager, the court ordered the municipality to pay the family 30,000 rubles (approximately $300) in compensation for moral harm.
