Altai Krai has over 4,300 homeless dogs

Stray dogs are a prevalent issue in the region, leading to specific funding and legislation.
According to monitoring data for 2025, over 4,300 stray dogs have been registered in Altai Krai. The information was provided to NGS22.RU by the regional veterinary authority.
To support work with stray animals, municipalities in Altai Krai receive annual financial support from the regional budget. In 2026, over 28 million rubles (approximately $311,000 at current rates) have been allocated for this purpose in the form of subsidies.
Last year, a law on the euthanasia of aggressive stray animals in special situations came into force in the region. The law provides for a number of measures, including the organization of temporary shelters.
The veterinary authority emphasized that a veterinarian has the right to perform euthanasia if the animal is found to have diseases that pose a threat to people or other animals, or if it is a carrier of such diseases. The procedure is also permissible if the animal is experiencing unbearable suffering due to an incurable disease or a severe injury incompatible with life. Moreover, euthanasia is allowed if there are proven cases of unprovoked aggression or an attack by the animal on a person or another animal that resulted in harm to health or life.
