Transbaikal District Head Dismissed After Years of Legal Battles

The Mogocha District Court, at the lawsuit of the prosecutor«s office, terminated the powers of Tungiro-Olekma District head Mikhail Yefanov due to loss of trust. This is stated in the court»s community on VKontakte on January 25.
The district head was elected in 2022. Meanwhile, back in 2005, a limited liability company (LLC) «Kommunalnik» — a resource-supply organization — was established in the district, with the district head«s father serving as its general director.
In 2023, municipal contracts were concluded between «Kommunalnik» and the district administration represented by the first deputy head. The prosecutor«s office considered this to indicate a conflict of interest, as the first deputy is subordinate to the district head.
In November 2025, the council of Tungiro-Olekma District considered the prosecutor«s demands for the head»s resignation but refused to satisfy them.
After that, the Mogocha Interdistrict Prosecutor«s Office filed a lawsuit in court for the district head»s dismissal due to loss of trust. The court upheld the lawsuit.
As Mikhail Yefanov himself previously explained to Chita.Ru, «Kommunalnik» is the only resource-supply organization in the district territory. Moreover, a concession agreement has been signed between them, transferring municipal property to the resource-supply organization.
Meanwhile, Yefanov has long been litigating, proving the absence of a conflict of interest. In February 2022, the prosecutor«s office demanded that Mikhail Yefanov be dismissed, but the district council deputies decided to keep him in his position. After that, a court appeal was made, and in June 2022, the court ruled that Yefanov must leave his post under the article »On Combating Corruption.«
The head filed an appeal, but the Zabaikalsky Krai Court left the decision unchanged, and Mikhail Yefanov was entered into the federal register of corrupt officials, and on September 1, 2022, he was removed from his position.
However, on September 12, Yefanov was able to be re-elected. In June of the same year, it became known that the prosecutor«s office again demanded Mikhail Yefanov»s dismissal through the Mogocha District Court. In both cases, the prosecutor«s office demanded the removal of the Tungiro-Olekma District head due to loss of trust in him. After almost 1.5 years of court proceedings, the district head proved in court for the third time that his deals with his father were not corruption.
