St. Petersburg deputies have proposed imposing large fines on owners of trading kiosks who rent them out without having legal rights to do so.

The initiative was presented by Denis Chetyrbok, a deputy of the Legislative Assembly, who announced it on January 20. The bill is scheduled to be considered in the first reading at a meeting of the city parliament on January 21.
The new sanctions will affect entrepreneurs whose kiosks have been excluded from the official scheme for placing non-stationary trading objects but who continue to sublease them.
According to Chetyrbok, such practice is common in about half of the cases when the city concludes contracts for installing kiosks. Actual renters often do not know or pretend not to know about the lack of legal rights to the trading point.
According to the text of the document, the amount of fines can reach:
- 5,000 rubles (approximately $67 at current rates) for individuals;
- 200,000 rubles (approximately $2,700 at current rates) for organizations.
