Igor Lotkov Appointed Deputy Governor of Voronezh Region

Head of the Secretariat of the Governor of Voronezh Region Igor Lotkov will now also serve as deputy head of the region. This was announced on 26 January by Governor Alexander Gusev himself.

“Igor Anatolyevich will coordinate work in the region related to preparing personnel for the new economy. This task is not sector-specific — it is a nationwide direction. President of Russia Vladimir Putin highlighted the particular importance of such work at a recent meeting of the State Council. We understand that without high-level coordination, organizing such work on a regional scale will be extremely difficult. I want to emphasize — all changes are happening without increasing staff numbers,” Gusev explained.

With this new appointment, Alexander Gusev now has 11 deputies. For example, Governor of Belgorod Region Vyacheslav Gladkov has the same number. Head of Lipetsk Region Igor Artamonov has seven deputies, and Kursk Region head Alexander Khinshtein has eight.

Igor Lotkov was born in 1964 in Gorlovka, Donetsk Region (Ukraine). In 1986, he graduated from Voronezh State University (VSU) with a degree in German Language and Literature. In 2010, he obtained a second higher education — at the Institute of Management, Marketing, and Finance, under the program “Finance and Credit”.

From 1986 to 1989, he served in the army, then received additional education at the Moscow Linguistic University. From the 1990s until 2009, he served as director at companies such as “Usma-DST”, “TT-Manufactura”, Trading House “Inteko”, and “Voronezh Polymers”.

Since 2009, he worked in the Department of Industry, Transport, Communications, and Innovations of Voronezh Region. Later, he became director of the state institution “Agency for Attracting Investments of Voronezh Region”. In 2015, he headed the Department for Ensuring the Implementation of Investment Projects of the Ministry of the Russian Federation for the Development of the Far East.

A year later, he returned to Voronezh, where he became director of the “Territorial Center for the Development of Municipal-Private Partnership”, and soon took the position of head of the city head’s administration.

Since 11 May 2018, Igor Lotkov has been the head of the Secretariat of the Governor of Voronezh Region. He is responsible for ensuring the governor’s activities by the government and executive bodies of the region.

He is fluent in English and German. He is married and is raising a son and a daughter.
