Volgograd Residents Suffer Again from Nonstop Snow Cannon Noise

The constant noise from snow cannons has disrupted the sleep and tranquility of residents in the Kirovsky district.
Residents of the large Coliseum residential complex and the elite Gornaya Polyana village in the Kirovsky district of Volgograd are once again stating that they have lost peace and sleep due to the unceasing hum of snow cannons from a nearby winter recreation center. A few days ago, the chairman of the Investigative Committee of Russia, Alexander Bastrykin, demanded a criminal case be opened, and the cannons fell silent. But, according to residents, only for three days.
Recall that both residents of the Coliseum complex and residents of Gornaya Polyana village have complained about the constant hum from the snow slides at a paid tubing slope. The slope temporarily stopped operating after an incident with children injured there, but soon the snow generators started up again. Exhausted by the hum, city dwellers recorded an appeal to Alexander Bastrykin with pleas for help. The head of the Russian Investigative Committee ordered a criminal case to be opened.
According to open sources, the owner of the winter recreation center is LLC «Akvatoria,» registered in 2021, with an authorized capital of 10,000 rubles (approximately $110 at current rates). The sole founder of the company is Elena Karpenko. Moreover, Ms. Karpenko is a founder of six other legal entities, in many of which co-owners are listed as representatives of the family of major and well-known Volgograd developers – the Nazarovs.
«For three days after that, there was no hum. But now the cannons have resumed round-the-clock operation,» says an outraged resident of Gornaya Polyana village. «In the video – January 21. Around 01:20. Night! The cannons are working again. And they do it 24/7. The hum is harsh. At a distance of 500–600 meters from the cannons, it»s audible even with windows closed. People called the police – no one came. They called the head of the district administration and the police – they said, «we»ll look into it.« And this has been going on for a month and a half. So, does even Alexander Bastrykin have no power in Volgograd?»
Meanwhile, the duty administrator of the nearby Volgograd rehabilitation center reported that she knows nothing about the hum and has heard no complaints from guests or medical staff.
A V1.RU correspondent reached the center«s operator at the number listed on the website, but they responded briefly:
»Everything is operating within norms.«
The head of the Investigative Department of the Investigative Committee for the Kirovsky district of Volgograd, Alexander Andronov, confirmed that a criminal case has been opened and in the near future the agency will conduct an inspection with necessary measurements and interviews of persons involved in the winter recreation center«s activities. No rulings on refusal to initiate a criminal case from the Volgograd Regional Prosecutor»s Office have been received by the investigative department.
In turn, the senior assistant to the head of the Investigative Directorate of the Russian Investigative Committee for the Volgograd Region for media interaction, Natalia Rudnik, responded to the correspondent«s inquiry with only one phrase: »In connection with the official request received on this matter, a response will be sent within the timeframes established by law.«
The press service of the Volgograd Regional Prosecutor«s Office reported that the situation with the unceasing hum of snow cannons is under the control of the supervisory agency. Moreover, the issue of involving specialists from the regional office of Rospotrebnadzor (the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing) in the inspection activities is currently being resolved.
Recall that not only residents of the Coliseum and Gornaya Polyana are outraged by hum and vibration. Residents of apartment buildings on Glazkova Street in the Central district of Volgograd complain about an endless round-the-clock torture with terrible vibrations and a low-frequency hum penetrating apartments from a new boiler house. People have not only complained about this to all possible authorities but also tried to appeal with their plight to the Governor of Volgograd Region, Andrey Bocharov, who was inspecting the boiler house. However, the officials surrounding the governor did not let residents anywhere near him.
