Volgograd Deputies to Alter Compensation Process for Drone Victims

The Volgograd City Duma will consider amendments to the compensation procedure for residents whose health or property has been damaged by the fall of downed drones or their debris at a meeting on January 28.

The maximum payout amounts, approved earlier, are not planned to be changed.
The regulation establishing compensation amounts was adopted by deputies on December 17, 2025.
According to current rules, Volgograd residents can receive monetary payments on several grounds:
- for full or partial loss of essential property: up to 78,375 rubles (approximately $871 at current rates) for partial loss and up to 156,750 rubles (around $1,700 at current rates) for full loss;
- for damage to a residential premises within the city: no more than 1,000,000 rubles (about $11,100 at current rates);
- for damage to a registered vehicle: maximum 75,000 rubles (roughly $833 at current rates);
- for harm to health: up to 50,000 rubles (approximately $556 at current rates).
The established limits have sparked disputes among citizens, many of whom considered the amounts, especially for vehicle damage or injuries, to be insufficient.
The adjustments to be discussed affect only procedural issues.
It is proposed to transfer the damage assessment, currently carried out by district commissions, to city-level commissions.
The city duma press service explained: «District commissions will accept applications and work with people. City commissions will handle the direct assessment and calculation of payments.»
The issue of changing the payment procedure is included in the agenda for the January 28 meeting and will be considered after the discussion of amendments to the local tax regulations in Volgograd.
