Over 85 Barnaul Parents Lose Parental Rights in 2025

Parental rights are often terminated in Barnaul for reasons like alimony evasion and substance abuse.
In 2025, over 85 parents in Barnaul lost their parental rights to their children. Data by district was provided to NGS22.RU by local administrations.
In the Zheleznodorozhny district, there were 19 such parents — 14 men and five women. This is less than in 2024, when 21 people lost rights to their children.
Meanwhile, according to the latest data, 152 children are being raised in 138 foster families.
In the Industrial district, the court terminated the parental rights of 13 men and five women — a total of 18 people — regarding 23 and eight minors, respectively. However, in 2024, the statistics were significantly higher: 40 parents (24 men and 16 women) lost the right to raise 55 children.
The Department for the Protection of Children«s Rights has 390 minors registered, of which 72 are being raised in foster families. Additionally, 39 people are under guardianship.
In the Central district, 16 parents lost their parental rights — six fewer than in 2024. Most often, these were men.
Moreover, 217 children being raised in foster families are registered. During 2025, 25 foster families were registered, raising 39 wards.
In the Leninsky district, 17 parents lost rights to their children — 13 men and four women (in 2024 — 32 parents). Under guardianship in 161 foster family are 195 children.
Over the past year, 33 foster families were registered, raising 44 children.
In the Oktyabrsky district in 2025, 15 parents had their parental rights terminated. In 2024, the figure was 11. Most often, such procedures were conducted against men.
The main reasons for such measures, according to authorities, are evasion of parental duties, including non-payment of alimony, as well as chronic alcoholism or drug addiction.
Guardians receive a monthly allowance of 17,605.35 rubles (approximately $196 at current rates) for raising minors, while foster parents receive a remuneration of 4,115.16 rubles (approximately $46 at current rates).
