Chita to Evict Private Bathhouse Tenant via Court

The building on Petrovskaya Street in Chita is slated to become Municipal Bathhouse No. 2 following the eviction of the private tenant.
The city hall plans to sue MirSaun LLC, which has refused to voluntarily return the bathhouse building on Petrovskaya Street in Chita to its owner, having used it under a lease agreement. This was stated in a response to an official inquiry on 30 January by Andrei Grenishin, acting chairman of the city utilities committee.
Previously, it was reported that several hundred people left signatures and contact details under an appeal to city and regional authorities requesting an extension of the lease agreement for the use of the «Samovarov» bathhouse on Petrovskaya Street in Chita between MirSaun LLC and the municipal budgetary institution «Bath and Laundry Trust». They fear that under different management, the quality of services will decline. Meanwhile, the lease agreement terminated on 20 January 2026. And the lessee was obligated to vacate the property within three days from the expiration of the contract.
Grenishin confirmed that the city hall received an appeal from an initiative group of citizens led by former city council deputy Viktor Sheremetev. He will be given an official response. As for the expired lease agreement concluded between the Municipal Budgetary Institution of the City District «City of Chita» «Bath and Laundry Trust» and MirSaun LLC, it was set for 5 years — until 19 January 2026.
The owner of the real estate on Petrovskaya with an area of almost 1,500 square meters is the city administration, which decided to terminate the lease agreement, as the previously transferred property is planned to be used for municipal needs, namely: to place a municipal bathhouse there for «providing bathing services to the population».
«The legal basis for concluding the lease agreement was a settlement agreement approved by the ruling of the Arbitration Court of the Transbaikal Territory on 26 November 2020. According to its terms, the company took municipal property into temporary possession and use, carried out capital repairs, restoration work, other inseparable improvements to the property, including work to eliminate hidden defects in the bathhouse building. The parties agreed that on the basis of the provided application, the Bath and Laundry Trust LLC undertakes to credit the cost (part of the cost) of the reimbursable inseparable improvements specified in the clause of the settlement agreement against the rent,» Grenishin said.
However, according to him, after the expiration of the lease agreement, MirSaun LLC refused to vacate the municipal property voluntarily, which is why this issue will be resolved in court. After the lessee actually vacates the property, the lessor will make a final settlement.
«At the same time, after the lessee vacates the municipal property, for the purpose of launching and organizing the work of Municipal Bathhouse No. 2, located at the address: Chita, Petrovskaya Street, 15, the institution plans to carry out repair work on the bathhouse property (premises) and purchase the appropriate equipment necessary for providing bath services to the population, which will lead to positive consequences: providing quality bath services to the population according to current norms and standards, sustainable profitability of this bathhouse and the Bath and Laundry Trust as a whole,» the response states.
According to the «Kontur.Fokus» system, the municipal enterprise «Bath and Laundry Trust», owned by the Chita administration, ceased operations in 2024. And from December of the same year, the Municipal Budgetary Institution of the City District «City of Chita» «Bath and Laundry Trust» appeared. It is headed by Nadezhda Smolyanskaya. In 2024, the enterprise recorded revenue of 45.3 million rubles (approximately $500,000 at current rates), and net profit was 947 thousand rubles (approximately $10,500).
MirSaun LLC was established in 2016. It is managed and owned by Svetlana Sokolova. Revenue for 2024 was 14.6 million rubles (approximately $160,000 at current rates), and net profit was 1.8 million rubles (approximately $20,000).
Meanwhile, in December 2025, MirSaun LLC filed a lawsuit in the Arbitration Court of the Transbaikal Territory against the Bath and Laundry Trust, to compel the defendant to reduce the amount of rent payments taking into account the actually occupied area. This concerns the period from 19 January 2021 to 19 January 2026. And to recover the amount of unjust enrichment of about 5.1 million rubles (approximately $57,000 at current rates). The lawsuit will begin to be considered in February.
