Maternal Capital to Be Indexed in Primorye from February 2026

Families in Primorye will see their maternal capital increased by up to 200,000 rubles as indexation takes effect from February 1, 2026.

Maternal capital will increase in Primorye by 5.6% from February 1, 2026. The Primorye Regional Office of the Social Fund of Russia (SFR) will conduct indexation for all families in the region who have partially or fully preserved the funds from their certificate.

«The amount of maternal capital will increase not only for those who become parents this year, but also for families who received the certificate earlier. After the increase, the maternal capital for the first child will grow to nearly 729,000 rubles (approximately $8,100 at current rates),» said Alexandra Vovchenko, head of the Primorye Regional Office of the SFR.

If parents have a certificate for the first child, upon the birth of the second, they will receive an additional 234,000 rubles (approx. $2,600). If the family did not receive maternal capital at the birth of the first child, upon the birth of the second, they can receive the full amount — 963,000 rubles (approx. $10,700).

Indexation applies not only to families who have not yet used it, but also to those who have already partially spent the funds. The certificate can be used for five main purposes:

  • improvement of living conditions. This has been used by 104,608 families in the region, with total payments exceeding 47.7 billion rubles (approximately $530 million at current rates);

  • purchase of ready-made housing;

  • mortgage repayment;

  • house construction;

  • house reconstruction.

Maternal capital can be used to pay for kindergarten, clubs, and nanny services immediately after the child«s birth. When the child who granted the right to the certificate turns three years old, the funds can be directed to pay for education (colleges, universities, tutors) and accommodation in a dormitory for any child in the family up to 25 years old at the start of education.

Recipients of maternal capital can purchase goods and services for the social adaptation of a child with a disability. The list of such goods and services is determined based on the rehabilitation program.

If the average per capita income of the family is below two subsistence minimums in the region (45,074 rubles, approx. $501), parents can receive a monthly payment from maternal capital funds in the amount of 21,861 rubles (approx. $243). Also, maternal capital funds can be directed to the mother«s pension savings, and in some cases, the father»s.

Families can receive a one-time payment of the unused balance of the certificate funds, if it does not exceed 10,000 rubles (approx. $111) and the majority of the support has already been spent on permitted purposes.

An application to manage the certificate funds can be submitted through the Gosuslugi portal (State Services), in person at the client service of the Social Fund of Russia (SFR) for Primorye or at the MFC (Multifunctional Center). If the funds are directed to repay a mortgage or loan, the application can be submitted through the bank.
