Denis Dobryakov served as mayor of Rybinsk from March 2016 to January 2022. In 2023, it was reported he would oversee the state corporation Rostec in Yaroslavl Oblast. Then, in March 2025, Dobryakov was appointed head of the Voluntary Society for Assistance to the Army, Aviation, and Navy (DOSAAF). It was his work in this role that he discussed on the federal channel.

«Currently, very few people are flying. However, at one time, DOSAAF could have become a core network: back then, all the instructors were still alive and working, there was a full fleet of planes, and the entire DOSAAF system was actively functioning — everything was humming and flying. Letting that potential slip away was a great folly,» Denis Dobryakov stated on the program.

The Voluntary Society for Assistance to the Army, Aviation, and Navy (DOSAAF) was formed in the USSR by merging several defense-sports societies. It focused on training pre-conscription youth and developing technical and applied military sports. Following the collapse of the Soviet Union, the organization was dissolved. It was reestablished in Russia in 2009.
