Arshan Resort Awaits Large-Scale Renovation for 1.5 Billion Rubles

First results are promised by 2029.

A resident of the advanced development territory «Buryatia» will undertake a large-scale renovation of the «Arshan» resort. The company «Resort Arshan», established by LLC «Resorts of Buryatia», will build a four-story hotel and 20 cottages in the resort«s park area, as well as create new recreational infrastructure.

As reported by the Corporation for the Development of the Far East and the Arctic (KRDV), the project includes the construction of a summer pool, sports grounds, and a bath complex with a heated tub. The new hotel complex will welcome its first guests in 2029. It will be designed for approximately 240 guests at a time. The total investment volume will be 1.5 billion rubles (approximately $16.5 million at current rates), with the creation of 133 jobs planned.

The hotel area will reach 10,000 square meters. It will house a lobby bar, restaurant, multifunctional hall, SPA complex, and medical center. Cottages ranging from 40 to 140 square meters will complement the hotel infrastructure.

General Director of LLC «Resorts of Buryatia» Gennady Bandeev noted that the resort will become all-season: guests will have access to therapeutic and health programs, physiotherapy, speleo-, phyto-, and aromatherapy, SPA with an aqua zone and saunas. Special emphasis will be placed on children«s health and immunity-boosting programs.

LLC «Resorts of Buryatia» is already implementing a similar project as a resident of the advanced development territory at the «Goryachinsk» resort, where modernization of engineering networks has been carried out, treatment buildings have been renovated, and modern medical equipment has been purchased. In the future, the construction of a new six-story building is planned there.

According to the corporation, six investment projects in the tourism sector are currently being implemented in Buryatia, including on the southern coast of Baikal and in the village of Vydrino on the border with Irkutsk Oblast. In total, 23 residents are working on the «Buryatia» advanced development territory with a total declared investment volume of over 55 billion rubles (approximately $605 million at current rates). About 2,400 jobs are being created.

According to the service «Kontur.Fokus», LLC «Resort Arshan» was established in 2025. The company is headed by Margarita Garmaeva, who is not currently associated with other legal entities. In the past, she was the owner of two companies that are now co-founders of «Resorts of Buryatia», of which «Resort Arshan» has become a subsidiary. These are «Investstroy» and «Baikal-Consult». Two other co-founding firms are «Profkurorty Buryatii» and «Dorstroyservis». The owners of all four companies are Vladimir Zhigmytov, Natalya Dabaeva, Bair Batuev, and Bator Tsynguev, respectively. No other companies are registered under them.

«Resorts of Buryatia» was established in 2019. For 2024, the company received revenue of 9.1 million rubles (approximately $100,100 at current rates), with a net loss of 17.9 million rubles (approximately $196,900 at current rates).
