Yaroslavl Region to Merge Colleges into 12 Institutions

Authorities in Yaroslavl Region plan to merge colleges and create 12 consolidated institutions, aiming to improve the quality of professional education.

Colleges will be merged in Yaroslavl Region. Authorities plan to create 12 organizations in the region, within which existing institutions will operate.

Authorities stated that the creation of a regional network of professional educational organizations will help improve the quality of education.

“Rapid adaptation to new challenges, the consolidation of educational organizations, and the development of multidisciplinary colleges are a sign of the times. Therefore, over the past ten years, the number of colleges and technical schools has decreased by almost 30%: if in 2015 there were 43 professional educational organizations functionally subordinate to the Ministry of Education of Yaroslavl Region, then in February 2025 their number was already 31. As a result of modernization, we plan to create 12 united colleges in the region,” said Irina Loboda, the region«s education minister.

Which Colleges Will Be Merged

The Zavolzhsky Polytechnic College, Yaroslavl Cadet College, Lyubimsky Agrarian-Polytechnic College, and Danilovsky Polytechnic College will become part of the regional multidisciplinary college.

  • Yaroslavl Radioelectronics and Telecommunications Technical School will be joined to Yaroslavl Urban Planning College.

  • Yaroslavl Technological and Economic College will merge with Yaroslavl College of Food Industry.

  • Yaroslavl College of Service and Design will be joined to Yaroslavl College of Management and Professional Technologies.

  • Rybinsk Professional and Pedagogical College will be merged with Poshekhonsky Agrarian-Polytechnic College.

  • Yaroslavl Polytechnic College No. 24, Yaroslavl Automotive Mechanical College, Tutaev Polytechnic Technical School, and Rybinsk Transport and Technological College will become one organization.

  • Rostov Veliky Professional and Pedagogical College will include Rostov College of Sectoral Technologies, Rostov Pedagogical College, Borisoglebsky Polytechnic College, Velikoselsky Agrarian College, and Gavrilov-Yamsky Polytechnic College.

  • Uglich Professional and Pedagogical College will unite Uglich Agrarian-Polytechnic College, Uglich Industrial and Pedagogical College, and Myshkin Polytechnic College.

  • Rybinsk Industrial and Economic College, Printing College, Forestry Technical College, and Rybinsk College of Urban Infrastructure will be merged into Rybinsk Multidisciplinary College.

    Authorities explained that institutions were merged taking into account their location, range, and specificity of training programs.

    “Regarding the reduction of administrative and support staff, first and foremost, there will be a release of staff positions whose functions are duplicated. However, there will be no reductions among teachers,” clarified the government of Yaroslavl Region.

    Authorities plan to complete the merger by the end of April 2026.
