Utility bill payment deadlines shift in Russia from 2026

Starting March 2026, Russians will begin paying utility bills differently. The deadline for paying invoices will be moved five days later. This was reminded by Sergei Kolunov, deputy chairman of the State Duma committee on construction and housing and communal services.
«Another socially important law for our committee, aimed at moving the deadline for paying utility services five days forward — from the 10th to the 15th of each month — will come into force from March 2026,» said the deputy.
He noted that the law should support citizens who receive their salaries on the 12th or 15th. It will become more convenient for them to pay utility bills after the money arrives. Kolunov emphasized that the change will help avoid delays and penalty charges.
«The law also moves the deadlines for providing payment slips from the 1st to the 5th of each month. This will give additional time to resource-supplying organizations and management companies to calculate charges and avoid inaccuracies,» added the deputy in a conversation with TASS.
Meanwhile, in January 2026, the deadline for paying utility bills fell on the 12th due to weekends. In February, utility services will need to be paid according to the old schedule — by the 10th.
