Tax revenues in Saratov Oblast cover only 60% of budget spending

The Federal Tax Service has released detailed data on tax revenues collected in Saratov Oblast during 2025.
According to the Federal Tax Service of Russia, 275 billion rubles (approximately $2.75 billion at current rates) in taxes and fees were transferred to the consolidated budget of the Russian Federation from Saratov Oblast in 2025. This is 7.5 billion rubles (approximately $75 million at current rates), or 2.8%, more than in 2024.
Recall that in 2024, tax revenues to the region«s own budget also showed significant growth, increasing by 22.5 billion rubles (approximately $225 million at current rates), or 16.9%, and amounting to 156.2 billion rubles (approximately $1.56 billion at current rates).
In 2025, the greatest growth was shown by receipts from several types of taxes. Personal income tax (PIT) collections increased by 8.1 billion rubles (approximately $81 million at current rates), state duty collections more than doubled. The tax service also recorded significant growth in personal property tax and the unified agricultural tax (+32.9%).
The basis of revenues was formed by several key payments:
Personal Income Tax (PIT) — 71.9 billion rubles (approximately $719 million at current rates), 46.6% of all receipts;
corporate profit tax — 31.8 billion rubles (approximately $318 million at current rates), 20.6%;
excise taxes — 13.8 billion rubles (approximately $138 million at current rates), 9%;
simplified taxation system (STS) — 12.4 billion rubles (approximately $124 million at current rates), 8%.
Out of the total amount, 120.4 billion rubles (approximately $1.2 billion at current rates) went directly to the oblast budget. Its main sources were Personal Income Tax (41.7%) and corporate profit tax (26.4%). Moreover, for 2026, a budget with revenues of 191 billion rubles (approximately $1.91 billion at current rates) and expenditures of 203 billion rubles (approximately $2.03 billion at current rates) has been approved. In 2024, the volume of the oblast budget was 126.9 billion rubles (approximately $1.27 billion at current rates), and the share of corporate profit tax in it was higher — 33.8%.
The budgets of cities and districts in the oblast were replenished by 34 billion rubles (approximately $340 million at current rates) in 2025, continuing the growth trend after the figure of 29.2 billion rubles (approximately $292 million at current rates) a year earlier. The main share of revenues was also made up of Personal Income Tax (63.8%), followed by transport tax and personal property tax.
