Kuzbass Authorities Cancel Payments for Children Born on Holidays

One of the reasons was the difficult economic situation in the region.
The authorities of Kuzbass have confirmed the cancellation of regional payments to families where children are born on holidays. This is stated in the response of the regional Government to a request from NGS42.RU.
According to the administration, from 2020 to 2025, 1,678 families received the payments, with a total amount of 19.3 million rubles (approximately $193,000 at current rates). The money was transferred to parents from the regional budget, but against the background of its reduction in the last two years due to the crisis in the coal industry, the authorities decided to suspend the support measure.
“Expenses have been cut in all areas, and the demand and effectiveness of various support measures have been reviewed … Tying assistance to holiday dates does not correspond to the principles of social justice. Children born on other dates are equally residents of Kuzbass, but payments are not made to them. Against the backdrop of a difficult economic situation, priority is given to providing assistance to those who truly need it,” stated the Government of Kuzbass.
The regional administration added that in the future, they may consider the possibility of reinstating the canceled payments. The condition for this is “stabilization of the situation with the inflow of funds into the regional budget.”
As reported by NGS42.RU, in Kuzbass, since the beginning of this year, payments to families where children are born on holidays have ceased. They have been in effect in the region since 2000 as part of the “A Child is Born” campaign. Under its terms, parents were provided with material support of 10,000 rubles (approximately $100 at current rates), and sometimes newborn kits were added.
Payments were due for children born on New Year«s Day, Christmas, Mother»s Day, International Women«s Day, Children»s Day, and Russia Day. In some years, they were also assigned in connection with other holiday dates, for example, the anniversary of the region.
Earlier, we reported that the budget of Kuzbass in 2026 decreased compared to 2025 from 256 to 220 billion rubles (from approximately $2.56 billion to $2.2 billion at current rates), due to which funding was cut in all areas in the region. Among other things, social support for the population decreased, from 37 to 31.4 billion rubles (from $370 million to $314 million at current rates).
