In Ulyanovsk Region, two students from a local university have been detained on suspicion of preparing a terrorist act, the regional Federal Security Service (FSB) reported. Preliminary information indicates that the young people were making homemade incendiary devices, which they planned to use to set fire to a cell tower and critical infrastructure facilities. The students recorded the entire process on video. They received instructions from a certain curator, whose identity has not yet been established.
A criminal case has been initiated under Part 2 of Article 205 of the Russian Criminal Code (preparation and commission of a terrorist act by a group of persons in preliminary collusion). The young men could face up to 20 years in prison.
Recall that in December 2025, two minors from Ulyanovsk were detained for terrorism-related crimes. As established, the teenagers joined a terrorist organization banned in Russia via one of the messengers. From November 2024 to January 2025, the accused, after undergoing online training, made homemade incendiary devices at their home, which they planned to use to set fire to police service vehicles. In January 2025, the perpetrators twice attacked unfamiliar men on grounds of racial and national hatred, recording their actions on a phone. For video confirmation of their actions, the accused received monetary rewards from the group«s curators.
