Technopark Deputy Held Over 23 Million Ruble Bribe

FSB officers in Chelyabinsk have detained a technopark deputy director and launched criminal cases over a bribe of 23 million rubles (approx. $230,000 at current rates).

Employees of the Federal Security Service (FSB) conducted searches at the office of LLC Technopark «Tractor Plant» in Chelyabinsk. Deputy General Director of the company Sergey Nevrov was detained on suspicion of receiving a bribe.

Authorities detained the deputy director as part of an investigation into a multi-million ruble bribery scheme.

The press service of the regional FSB department reported: «It has been established that the said official intended to receive from a representative of a commercial organization a bribe in the amount of 23 million rubles (approx. $230,000) for lobbying the interests of the latter.»

According to the agency, the lobbying involved facilitating the conclusion of a long-term lease agreement between a commercial firm and the technopark, which owns real estate in the Tractor Plant district of Chelyabinsk.

The Investigative Committee clarified that from September 2022 to March 2023, the deputy general director received three million rubles (approx. $30,000). In addition, from January 2024 to March 2025, the figure received via an intermediary 3.7 million rubles (approx. $37,000) for similar actions on previously concluded lease agreements.

The company LLC Technopark «Tractor Plant» was registered in Chelyabinsk on 31 December 2005. 81% of its shares are owned by JSC Research and Production Corporation «Uralvagonzavod» named after F. E. Dzerzhinsky, and 19% by the Ministry of Property of Chelyabinsk Region. The General Director is Petr Vyacheslavovich Vorontsov. The enterprise«s revenue for 2024 amounted to 295.9 million rubles (approx. $2.96 million), and net profit was 163.3 million rubles (approx. $1.63 million).

Two more criminal cases have been initiated: one for giving a bribe to the enterprise director and one for mediation in bribery by an advisor.

For receiving a bribe on a particularly large scale (Part 6 of Article 290 of the Criminal Code of the Russian Federation), punishment ranges from a fine of three million rubles (approx. $30,000) to 15 years of imprisonment. Giving a bribe on a particularly large scale (Part 5 of Article 291) risks a fine from two million rubles (approx. $20,000) or imprisonment up to 15 years. Mediation (Part 4 of Article 291.1) can be punished with a fine from one million rubles (approx. $10,000) or imprisonment up to 12 years.
