Official and Management Company Director Suspected of Bribery in Volgograd

An administration employee was detained in his office on suspicion of taking a bribe. The case also involves the head of a management company.

In Volgograd, the head of the housing and communal services department of the Traktorozavodsky District administration, Vasily Kobzev, has been detained. He is suspected of receiving a bribe from the acting director of a management company.

According to the investigation, from March 2024 to November 2025, the head of OOO «UK Planeta» (management company «Planeta» LLC) Yulia Filippova systematically transferred funds to the official. The total amount of illegal payments exceeded 340,000 rubles (approximately $3,400 at current rates).

The bribe was intended for Kobzev«s criminal inaction: he avoided administrative response measures and did not conduct inspections of the management company»s activities.

“The basis for initiating a criminal case was the materials collected by operational officers of the economic security and anti-corruption unit of the internal affairs bodies,” said Natalia Rudnik, senior assistant to the head of the Investigative Committee for the Volgograd Region for media relations.

The detention occurred in the official«s office. Published video shows investigators and police officers entering the office, which came as a surprise to Kobzev.

On the recording, the investigator states: “The investigative department for the Traktorozavodsky District has initiated a criminal case on receiving a bribe on a particularly large scale by an official of the Traktorozavodsky District administration. You are suspected of committing this crime, in connection with which you will be taken to the investigative department for investigative actions.”

Police conducted searches at the suspects« places of residence and work. Accounting documents, mobile phones, and a large sum of cash were seized.

Currently, investigative actions are being conducted with the participation of Vasily Kobzev and Yulia Filippova. The issue of choosing a preventive measure for both individuals is being decided.
