Missing Serebryany Bor teen is son of 'king of state contracts'

A 14-year-old boy believed to have been kidnapped is the son of Andrei Kaplya, a wealthy Krasnoyarsk businessman known for securing large government contracts.

A 14-year-old boy presumably kidnapped in Sosnovy Bor is the son of businessman Andrei Kaplya, a source confirmed to NGS24.RU. Kaplya is Krasnoyarsk«s »king of state contracts« in the NGS24.RU top list and a participant in the »Prospekt Mira« rating of the region»s richest businessmen.

According to the «Kontur.Fokus» service, Andrei Kaplya currently owns or manages three firms in Krasnoyarsk. Among them are large companies such as «NBS-Sibir» and «Avtospetsmash». In 2024, the first company had a revenue of 2.9 billion rubles (about $29 million at current rates) with a net profit of 35 million rubles (about $350,000), the second — 4.6 billion rubles (about $46 million) with a profit of 73 million rubles (about $730,000) (more recent data is not yet available). The third company is smaller — «Sovremennye Tekhnologii Biznesa» («Modern Business Technologies»).

In March 2025, «NBS-Sibir» made it to ninth place in the NGS24.RU rating of «kings of state contracts». In 2024, it concluded state contracts worth 1.35 billion rubles (about $13.5 million). In the rating of the richest businessmen in the region by «Prospekt Mira», Kaplya was placed at 58th.

NGS24.RU contacted Andrei Kaplya, but upon hearing that journalists were calling him, he hung up.

According to the preliminary version of the investigation, on the evening of 22 January, the businessman«s son left home in Serebryany Bor »in an unknown direction with an unknown person«. In the evening, the child»s father was written to in a messenger that his son had been kidnapped and a ransom of 30 million rubles (about $300,000) was demanded.

At the same time, three million rubles (about $30,000) went missing from the safes in the family«s home. The Investigative Committee opened a criminal case on kidnapping, and the prosecutor»s office began a check. One version is that the teenager became a victim of fraudsters. The child recorded a video message to his father.
