According to the investigation, the Orenburg residents (one is 35, the other 37), driving expensive cars (one has a Hyundai Equus worth about 3 million rubles (approximately $33,000 at current rates), the other a Kia Quoris valued at roughly the same amount), deliberately initiated minor traffic accidents, taking advantage of minor violations by victim drivers. The accidents were documented, after which the foreign car owners submitted documents to insurance companies.

Multiple agencies collaborated in the investigation and arrest of the suspects last September.
