Atkarsk Policeman Fined Dead Man for Jaywalking in Falsified Report

A patrol officer in Atkarsk will face criminal trial, not a higher judgment, for fabricating a violation report against a man who was already deceased at the time of the alleged offense.

A policeman in the Atkarsk district falsified a report while working as a patrol officer. He was caught and will now be tried under articles on falsification of evidence and abuse of power.

As reported today by the regional prosecutor«s office, in October 2025, a patrol officer in Atkarsk, »for the appearance of successful work,« drew up a report on a citizen for crossing in an unauthorized place. However, in reality, no such event occurred, and the citizen named as the culprit was dead at the time the report was made.

Then, to hide this fact, the patrol officer, in the name of another policeman, issued a ruling to hold the dead man accountable for the offense, but this did not help him. Two criminal cases were initiated against him: under Articles 303 and 286 of the Russian Criminal Code. Atkarsk prosecutor Sergey Tyuklin approved the indictment and sent it to court. The «successful policeman» was dismissed from service.

In the file of the Atkarsk City Court, the case with these charges was received by judge Yuri Ulyanov on January 28. The accused is Roman Matasov, and his defense attorney is lawyer Olga Vesich.
