Roscosmos Plant to be Sold for 2.6 Billion Rubles

The Miass Machine-Building Plant Joint Stock Company (MMZ JSC), part of the state corporation Roscosmos, has been put up for sale. The starting price of the lot is 2.6 billion rubles (approximately $26 million at current rates). Bidding applications started on January 26, and the auction itself is scheduled for March 23. This information is posted on the Fedresource portal.

The single lot includes the plant«s production site, specifically building 46, as well as thousands of units of movable and immovable property, including that related to the state defense order. In addition, the sale will include communal infrastructure facilities, including a thermal power plant that provides heat and hot water to Mashgorodok and the Stroitely settlement in the city of Miass (Chelyabinsk region, Russia).

The Miass Machine-Building Plant was established in 1959. In addition to defense products, the enterprise produced LED lighting fixtures, as well as equipment for the petrochemical industry and brewing. In 2022, the plant was declared bankrupt due to debts of almost two billion rubles (approximately $20 million at current rates). Bankruptcy proceedings have been extended until June 2026.

The auction will be held in the form of a closed tender. Applicants are subject to special requirements: having licenses for the production, repair, and disposal of military equipment, permission for space activities, as well as access to state secrets of the «top secret» level.

«The buyer is obliged to ensure the preservation of the intended purpose of the property complex, fulfill contracts related to the execution of work under the state defense order, and ensure federal state needs in the field of maintaining the defense capability and security of the Russian Federation,» quotes the statement of the arbitration manager of MMZ JSC Anatoly Selishchev.

  • Companies with foreign capital are not allowed to participate in the auction.
  • In February 2022, the former plant director Andrey Yurchikov was convicted of embezzling more than 20 million rubles (approximately $200,000 at current rates).
  • In early 2024, Roscosmos included more than 200 non-core assets, including 36 facilities in the Chelyabinsk region, in its sale plan.
